The customer - worst case - or the inspector of the cleaning company decides, based on what they see at the exact moment of inspection, that an area is being cleaned or it isn't.
Unfortunately this is not a great way to hold cleaning personnel accountable as it can be error prone. A normal high traffic area can be - incorrectly - assumed to not being cleaned because during the window between cleanings it gets trashed again. Or a very clean area in a low traffic situation can be ignored and skipped for a long time and, in-accurately, reflect great cleaning.
At Engineered Clean we take pictures of exact areas and "situations" such as a dirty spot on the floor or debris in a corner. Even, if necessary, we will plant a test spot of some sort to check later. By doing this we can refer back to the photo during the last inspection to see if anything is being done. Simple - easy - not subjective but exact and reliable.
