Dominion Virginia Power recently announced a new rebate program for commercial HVAC systems. As with most similar programs, the goal is to avoid or delay the need for adding new generating capacity.A summary of the rebates list:
Energy Audits (only if the recommendations are applied).
Rebate schedule attached.
Lighting and Lighting Controls.
For estimating T12 replacement credits, use the credits for standard T8's.
Lighting levels cannot be reduced to lower than IES recommended levels. Rebate Schedule Attached.
Heating and Cooling Efficiency Improvements.
Includes equipment replacements and variable frequency drives (VFD’s).
Rebate Schedule Attached.
Duct Testing and Sealing.
For air conditioners of 20 tons or less, the rebate is $90.00 per ton.
For air conditioners of 21 tons or greater, the rebate is $75.00 per ton.
Window Film
Since the effectiveness of solar film can vary greatly between manufacturer and installer, there are some very stringent requirements for this rebate.
Please verify with Dominion that your installation will comply.
For a Solar Heat Gain Coefficient (SHGC) Improvement greater than .4, the rebate is $.085 per square foot.
For a SHGC improvement of .3 to .4, the rebate is $0.65 per square foot.
For a SHGC improvement of .2 to <.3, the rebate is $0.45 per square foot.

A few important notes:
Your contractor must be on Dominion’s approved contractor list.
The performance of each contractor and project will be closely monitored. Please allow for multiple visits by Dominion’s personnel and a third party Measurement and Verification (M&V) contractor.
Local governments do not qualify.
Customers with single meter loads greater than 10 megawatts do not qualify.
Dominion has $30 million dedicated to this program. Although it sounds like quite a bit, you can expect it to go fast in this economy.
