The bottom line is that if you don't have labor resources to maintain VCT floor finish with a burnisher your better off with a dry bright. If you have the resources a burnishing finish is better - will look better longer and last longer.
For dry bright plan on completely stripping and re-coating between 1-4x per year depending on your environment.
